Katiku’s development pathway has three essential elements.
The 100-year history of the barangay.
Although the former barangay leadership produced a comprehensive BDP for 2010 to 2015, the six-months long intensive formulation process of this new BDP was also turned into an opportunity to review and reconstruct the missing pieces of local history. Using a political economy perspective, the history was updated by piecing together oral histories, published information and unpublished documents, and artifacts.
A demographic and socio-economic profile.
This data-driven plan mobilized BDC members to gather, update, consolidate and triangulate information. Some were obtained first-hand, others were from secondary sources, including recent data from government agencies. The BDC made sense of such information by directing attention to the sector challenges, proposed solutions, and the opportunities that can be seized upon. These are then captured in the description of seven sectors as well as the condition of finance and administration.
The 5-year barangay development plan.
Before the minutiae of numbers, the reader is introduced to the big picture statements: the BDP vision, mission and goals. These are then articulated and broken down into sector development and finance and administration priorities.
Each template summarizes priority projects with clear purpose, activities, expected outputs and benefits, timeline, indicative annual budget, lead committee and partners.
BDP governance is described by introducing the implementing mechanism that specifies the role and composition of barangay development council (BDC), the inclusion of BDP as a permanent agenda in the regular barangay council meetings, the process of BDP monitoring and evaluation for action and learning (MEAL), and the capacity building needs of the barangay council.
The latter section highlights the 2019 annual investment plan (AIP), which is aligned with the 2019 budget.
